Lin Wan, played by Dong Jie, disguises as a gambling master to infiltrate Yuncheng—a city rumored to have “zero gambling debts”—after her sister’s suicide from an underground gambling ring. She discovers that Gu Shen, the lord who seemingly enforces the “no-gambling rule,” is secretly manipulating a game within a game using “human hearts as chips”—betting if she’ll break her底线 for revenge, and if she can spot her sister’s killer hiding behind the “gambling-free” mask. When Lin Wan’s disguise is exposed, Gu Shen hands her the recording of her sister’s last call. Only then does she realize: “The City Without Gambling” never meant no gambling—it means everyone is gambling, betting they can outplay fate’s final card.
