Lin Wan, a singer in a border tea house, sings about the sufferings of the people with her song "Ballad of Mountains and Seas," accidentally attracting Gu Zhao, the Emperor of Northern Yan who is incognito investigating corruption. Gu Zhao pretends to be a tea merchant to get close to her, only to be moved by her patriotism and concern for the people. Lin Wan, unaware of his identity, sees him as a confidant and uses her songs to expose the hypocrisy of the court. When their identities are revealed and they face the choice between "the country and love," Lin Wan takes out a joint letter from the people—her songs have long become a "sword" to change the court situation, and what Gu Zhao wants is never a choice, but to "pacify the mountains and seas with songs" together with her.
