Li Zhong, a low-ranking clerk in ancient bureaucracy, mistakes a nobleman's dropped chicken feather for a military command token. In a desperate bid for power, he fabricates orders that throw the entire government office into chaos: midnight grain transfers, futile city-wide manhunts. Amidst the turmoil, evidence of a corrupt official's bribery surfaces. Seizing the chance, Li Zhong sets a psychological trap using "feather tactics," forcing the true villain to confess in court. This absurd chain of events turns a minor mistake into an opportunity for redemption, as the underdog triumphs against all odds.
